On the basis of national law VPE elaborates the Performance Regime for every timetable year since TT 2010/2011. The aim of the Performance Regime is to minimise disruption and to improve performance on the railway network. This may include penalties for actions which disrupt the operation of the network, compensation for undertakings which suffer from disruption and bonuses that reward better than planned performance.
VPE publishes the Performance Regime as an annex to the Network Statement, therefore stakeholders could gain information during the planning phase of train path application as well.
In the framework of Performance Regime cash flow may arise only between the IM and the Applicant due to contractual legal relation with each other.
The Hypothesis analysis examines the effectiveness of the Performance Regime’s operation. On the basis of the results VPE proposes possible modifications of thePerformance Regime.
