The tasks of the center are carried out by two departments:
- Timetabling and
- OSS.
Members of the Capacity Allocation and also the Timetabling departments are employees appointed by VPE Director.
Tasks of the OSS Department are as follows:
- checking and registering the existence of official permits required as a precondition for capacity allocation, data maintenance (PHM, AA, RU),
- participation in the preparation and modification of the NS,
- receiving and handling train path requests and related service requests,
- receiving and handling rail capacity requests and emergency capacity restrictions,
- initiating and conducting a coordination procedure, decision making,
- handling the cancellation of train paths in case of load below the threshold on an overloaded track section,
- examination of classification as a largely unused section of track,
- cooperation with capacity allocation organizations of other railway networks in order to establish and allocate train paths covering several railway networks, participation in negotiations of capacity allocation organizations on international capacity allocation, definition of preliminary international train paths in cooperation with capacity allocation organizations of the states concerned,
- management of path use requests submitted during the period of preparation of the annual timetables in order to allow the planned maintenance, renewal and development works of the railway network in accordance with the rules concerning the annual timetable,
- management of path use requests for works on the network that cannot be planned during the preparation of the annual timetable, participation in the suspension of the timetable and in the preparation of the temporary timetable, and in the organization and conduct of the related conciliation procedure,
- participation in the analysis and publication of the expected impacts of maintenance, renovation and development works,
- informing the regulatory body about submitted path use requests and related services, and about all decisions taken during the allocation process,
- in case of a breakdown or an extraordinary event, at the request of the claimant, offer a route different from the original,
- taking part in RFC related activities,
- to represent the Company in international organizations in connection with the tasks of the Capacity Allocation Center.
Tasks of the Timetabling Department
- registration and maintenance of basic timetabling data not published in the NS,
- preparation, coordination, finalization and publication of the draft annual timetable, preparation of reports to the regulatory body,
- preparation, publication and updating of passenger and freight train path catalogs,
- coordination, preparation and maintenance of catalog timetables for RFC corridors, handing them over to the C-OSS,
- coordination of annual, annual additional, individual and ad hoc routes involved in border crossings with partner companies,
- fulfillment of path use requests submitted during the period of preparation of the annual timetables in order to allow for the planned maintenance, renewal and development works of the railway network in accordance with the rules concerning the annual timetable,
- suspension of the operating timetable and preparation of a temporary operating timetable in case of path use requests for work on the network that cannot be planned during the period of preparation of the annual operating timetable,
- participation in the complaint handling process for delays coded for scheduling errors,
- participation in the process of designating specialized infrastructure,
- to represent the Company in international organizations in connection with the tasks of the Capacity Allocation Center.
