What are the conditions for access to the network?
Access to the network requires the fulfilment of the following terms:
- the Railway Undertaking has an operating licence, which can be obtained in any member state of the European Economic Area (EEA) and is valid for the whole area ;
- the Railway Undertaking has a safety certificate that is valid for the relevant network;
- the Railway Undertaking has train paths allocated by the OSS of the relevant network;
- the Railway Undertaking has signed a network access agreement with the relevant Infrastructure Manager.
Which organisation issues Railway Undertaking operating licences?
RU operating licences are issued by the National Transport Authority. (NKH)

Safety certificates are issued by the National Transport Authority. (NKH)
If a train path runs through more than one country, where should the request be submitted?
OSS (One Stop Shop) network was established by RailNetEurope (RNE) to make the process of train path application easier. As a result the customer needs only to contact one of these OSSs, which will initiate the whole international path allocation process.
