The legal predecessor of the KTI VPE Directorate, VPE Ltd, the Railway Capacity Allocation Office was established in 2004 under the Act XCV of 1993 on Railways as a nationally competent body independent of the railway companies. Its sole owner is the Hungarian State.
Based on a decision of the Ministry of Construction and Transport, which exercises the ownership rights, the VPE will continue to operate as the Railway Capacity Allocation Directorate of the KTI (from now on referred to as the VPE Directorate) from 1 October 2024.
